Since you didn't identify the "utility" then no one knows what you are
talking about nor can help you in using "it".

Program Compatibility Troubleshooter

Any help will be greatly appreciated & thanks

Have you even tried using Compatibility Mode in Windows 7 to get the
older apps to run under Windows 7?

Don't know what the Compatability Mode in Windows is

Saying "Windows 7" does not tell anyone else what EDITION of Windows 7
you are using. Some editions support XP Mode (which is Windows Virtual
PC) that runs a license of Windows XP. That is, with some editions of
Windows 7, you get both a license for Windows 7 and a license for
Windows XP.

(see the "Applies to these editions" to see which support XP Mode)

You install and run the older apps in XP mode.
